Spark Issues

I have a 94 b2300 2.3. Just got done reassembling the motor after compression rings snapped.
I have a laundry list of new parts i put on before the rings broke.
New coil packs, wires, plugs, egr, mass air flow, battery, clutch and slave, icm, and of course all new gaskets.
Im not getting any spark to the plugs. I just replaced the ign coils plugs and wires 3 months ago. When I replaced the icm and made sure to ground it out and used the grease on the back. ( worked fine when i did all of that before disassembly ).
For some reason when taking out the plugs a little while ago three of my brand new plugs shattered to pieces and one of the ign wire clips ( that connects the wires to the plug) pulled out of it.
I intend to get new plugs and wires but i dont feel like thats the problem. I didnt shatter those spark plugs until after testing the other side ( plug in tact when removing) and i wasnt getting spark. Ive checked fuses, and i hear all of the "clicks" im suppose to hear when turning the key to the on position. Any help is appreciated

Just a heads up
1989 to 1994 only have spark on Exhaust side coil pack/spark plugs when starter motor is active
Intake side will start to spark when engine is above 400 RPMs, engine started

Spark plugs need to be "snug", not tight, spec is 13-15ft/lb, and that is not very tight
If you over tighten they will break when installing, causing misfires, then break even more when removing, i.e. "shatter"

I understand that. I read your comment in another thread about that after i post that.
Also it wasnt my first time doing plugs on this truck. Ive never had them break apart like that. I know im not over tightening them. It could have just been defective ngks.
But i boughr new plugs and test the exhaust side and still no spark. I wasnt able to test the coil packs because i dont have anything to test it with. I just replaced the coil packs, could it be as simple as defective coil packs? Or could it be the crank sensor?

The spark system on the 1989 to 1994 is autonomous, works without computer or other sensors
ICM
Coil/spark plugs
Crank sensor

Those are the 3 parts, if they are connected and powered up, then you have spark when engine turns

Do you have Tach?
Does it move when cranking, it should if Crank sensor is working
