See my thread:
Timing belt and cranshaft problem anyone? - Ford Ranger Forum - The Ultimate Ford Ranger Resource
Do you have the crankshaft bolt out of the center of the balancer? After I got that out, I just tapped mine with a hammer and it came off

Put the center bolt back in the pulley . Back it out 2-3 turns from being tight.
Install the puller , 3 jaw is best. Tighten it down.
Rap the end of the puller screw with a good sized hammer , 3-4 times.
Snug the puller bolt and hit again.
The pulley should start to move.
Remove the puller and back the pulley bolt a couple more turns.
Use the puller again in the same way , hitting the screw and tightening until you are pulling against the center bolt in the pulley.
Once it starts to move about 1/4 inch the puller should get it off.
