i am interested only question is the flashing of the lights. so is there a delay when you go to flip the brights on while the bulb warms up? and to do the flash cant you just install a resister in line to have it slowly build the power up to flash like a 1 sec delay?

Yes there is a delay when you switch between high and low because the bulbs have to warm back up. Usually take 5-10 seconds for the initial warmup on the high but after the first time maybe 2-3 seconds. Switching back to low happens almost instantly since the bulb was already warm.
As far as the resister I don't have enough electrical knowledge to do that, but I'm sure you probably could.

Sorry to jump in here like this but I have these on my car and haven't had an issue with flashing people, and have never heard such a thing. Can you please provide ME some proof of this statement!

I've just heard about issues with the ballast turning on and off quickly but I haven't experienced any. More hassle than I want to deal with and I have a new project to fund.
