It could be a couple of things....
Needle is coming in contact with the overlay that's starting to 'lift'. Remedy: remove gauge cluster from truck, remove clear cover, take a fork and gently pull up on the needle to get it away from the overlay a little bit, but not to fully remove it. Before you even attempt this, I would get the truck up to normal running temperature and take a pic of where the truck idles at. That way if you do accidently pull the needle totally off, you have a place to put it when you put the cluster back in the truck and get the truck warm.
OR....there may be a problem with the actual tachometer gauge motor. Cluster comes out, clear cover comes off, pull up on the outside gauges then the inside to remove the gauges and faces from the backing plate, pull needle, and you replace the tach gauge motor.
