95 ranger airbag fuse #19 keeps blowing

When I replaced my old battery with a new one the 10 amp fuse in slot #19 blew causing a 1--2--1--2 code in the airbag light on the dash. when I replace the fuse and turn on the ignition the fuse blows instantly. Any Suggestions on what to check first? Your help is appreciated. Thanks

Fixed

Talked to a guy who works on airbag problems. He does clocksprings for Ford products. He said it was the airbag control module under the passenger kick plate. I picked one up in the salvage yard today out of a 96. Disconnected the battery switched out the module put the battery terminals back on and replaced the fuse. Problem is fixed.
