Flashing 4WD lights in a 1995 to 2000 Ranger means the GEM got the change from the switch, and then activated the 4x4 Relay to power the Shift Motor, but the shift motor's contacts never changed
Unlikely to be GEM, but possible
Which leaves the 4x4 Relay box or the shift motor, which use Fuse #4 in engine fuse box, 20amp, test Fuse #4, don't just look at it, test it or swap it with another 20amp fuse
If you have changed the shift motor or tested it with 12volts, then most likely problem is the 4x4 Relays
These are in a small box behind the GEM Module, so behind the radio in the dash
Often called Electric shift control module
It is just 2 relays in a box, 7 or 8 wires connected
When you select 4WD you should hear a "Click" from behind the dash, thats one of those relays closing, powering the shift motor
