What state? Do you still have the cats? Is there a muffler? Do you have covers for your lights? Don't know what state so don't know how stingy they will be.

It exits behind and outside of passenger area
But just as a heads up I ruined a set of rear wheels when I did a dual exhaust like that, exhaust gases just ate them up, lol.

No, I doubt the plumbers "tape" would pass, need to hit parts store and get a proper hanger.
Universal hangers are $5-$10
If this was just a smog test then probably wouldn't be an issue, but when you "import" a vehicle they tend to check things more thoroughly.
Doesn't matter how far away exhaust is from rear wheel, air flow gets it there, lol, and depending on material wheel is made of, it starts eating it away.
People with side pipes often clean and put clear coat on rear wheels, once a year.
