Rust Holes In Frame

Rust Holes In Frame
Hi All, 2006 2.3 2wd Ranger. I got pulled over by the cops for an expired inspection last week, so I took it to be inspected and I failed because "there are rust holes in the frame".
Does anybody have a solution for this problem? Or do I have to take it to a shop to be welded?
Thank you in advance,
Tim

I just painstakingly replaced the cylinder head on this truck in February. It will be really a bummer if the truck is officially shot.
Thanks KW.
I'm thinking about just trying a shady inspection station for this year. In PA they make you get inspected every year, which I think is overkill.
And so it goes.
Thanks KW.

Update:
I ended up today picking up a "new old" 2002 Ranger to replace the 2006 with a rusty frame. Swapped the beds because the new Ranger was a stepside which doesn't allow me to get a whole board in the bed. Almost done with the bed swap, I have to change the gas filler hoses and the bumpers still, but the beds are switched and that was pretty good progress especially since we got thunderstorms while I was doing it haha. And doing it alone. Fun!
The '02 has a gorgeous frame, and a V6 instead of the 4 cylinder that is in the '06. It's got an automatic transmission, so my wife technically can drive it. Technically.
I'm going to try and sell the '06 to somebody in NJ because it will pass inspection there. The frame rust is not at a crucial point, it's just bad enough to fail inspection here in PA. I'll tell the buyer all about it of course, but here in PA the truck is uninspectable, and it's a shame because I had put that new cylinder head in. Somebody in NJ will get a good deal on an '06 stepside with clearance lights and a new cylinder head!
Oh well.
Next up: Clearance lights for the '02! Seeing them side by side, the clearance lights are huge. Huge.

Hung up
OK so I’m hung up in a stupid spot. Swapped the bed from an 06 2.3 regular cab on to an 02 edge. I guess it’s a 3 liter but I know it’s a V6.
Im hung up with one of the license plate lights. I can’t seem to get the light bulb assembly from the 02 into the 06 bumper. I swapped the beds because the 02 had a stepside and the 06 had the straight bed which I prefer.
Anyway does anyone know know how to get this one light in? The drivers side tail light lamp is fine I’m struggling with the passenger side license plate light bulb.
