New to me 91 Ranger... Need tech help..

New to me 91 Ranger... Need tech help..
Near mint externally and in the cab, but needs some love.
91 4.0 4x2 with 112k miles.
Things right off:
Needs new steering pump... pretty straight forward
The weird thing is that I either have a clutch that is dying or some sort of locked brake issue.
Clutch is VERY stiff and the truck will not start until that pedal is ALL the way down.
Once engaged the truck does NOT want to move, as though the the emergency brake is on (but it is not).
If I throttle down at all the truck immediately stops in neutral.... there is a drag but I cannot tell if it is a clutch or brake issue.
After the truck moves there is a burning smell, but I can't tell if it is the clutch giving up the ghost or the brakes doing everything they can to stop the vehicle from moving.
Any ideas?

Can the truck be rolled FORWARD easily engine off and in Neutral?
It should roll easily, not a heavy truck
If not its a brake issue, just have to jack up one wheel at a time and find the issue
Start at the back wheels, Parking Brakes can be stuck on if the brake Cables got rusty from disuse, and at 112k miles there was NOT alot of use, and Parking brake may have been left on for long periods so cable just rusted in place, ON
Yes, there is a Clutch switch(safety switch) on the clutch pedal push rod in the cab, it prevents starting unless clutch pedal is ALL the way down

I'll take a look at it in the morning as I'm leaning toward a brake issue myself.
It had been sitting in a garage for years so parking brake may be stuck.
Clutch still doesn't feel right either so it may be time for a new one also.
Funny you should bring up flooding.... It rained so much here that water DID make it almost halfway up the wheels so I rushed out there to move it safely in the garage. lol

Update:
The Winner is both a brake and clutch issue...
The front calipers were frozen solid.... the amount of force and cursing it took to remove them was astounding.
Replaced the calipers with new pads.... a brake bleed and the truck ACTUALLY MOVES.
The clutch does need some work but at least it is mobile now.
