Your description of your problem leaves a lot to be desired.
Stating that it will not crank means to us that you turn the key and the engine does not spin over with the starter. ( which has nothing to do with fuel pressure or flow )
Assuming you meant the engine turns but does not start up the problem could be a number of things.
Possibility number one = no fuel pressure = test for fuel pressure with a pressure gauge
Test with key on engine off, then test with engine cranking if you have pressure with either test write the results down for both.
The fuel pressure should remain and not bleed down once you stop cranking the engine or turn the key off.
If the fuel pressure is good or you think it is good post the test findings.
next possibility no spark= test for spark at each spark plug with a inline spark tester or a used or new spark plug.
If you have spark let us know.
Next possibility is no injector reference pulse ( which is the signal from the computer which opens and closes each injector allowing fuel into the engine )
This can be tested with a noid light make sure to test for a signal pulse at each injector connector but if you have pulse at one injector the rest will likely be good as well.
Next possibility is low or no compression = perform a engine compression test on each cylinder.
write down your finding for each cylinder and post them here.
If you have good fuel pressure, good spark and good compression and the truck still does not start, the problem could anything from bad fuel to fouled spark plugs or ignition timing being way off.

How long have you owned it?
How many miles does the truck and engine have?
How did it run when it last ran?
Did you have a check engine light or other warning lights on when the truck last ran?

Do a 50/50 test
Pull off the large air tube on the upper intake manifold, the one that runs to the air filter
Get a can of Quick Start(ether) or put some gasoline in a spray bottle
Open throttle plate and spray fuel into the intake, you don't need much
Now try to start the engine
If it starts and dies then your Fuel system is not working
If it doesn't start then your Spark system is not working
50/50
1990 2.9l Ranger will have the TFI spark system, and at 27 years old it may need some work, but do the test and see where you should go next, no use spending money on the wrong things
