What could this random electrical connector be for? (Right side of liscence plate)


The left side of liscence plate has this loose electrical connection





Should my right rear brake line be hanging down like that?

Rust don't look bad for 18yo 2004 vehicle; in Texas you're lucky no WinterRoadSalt that destroys vehicles.
If wanting to keep vehicle for a few more years:
~ Bottom CarWash Twice
~ Scrub rust off everything with WireWheel+Brush
~ RattleCan\HandBrush Rustoleum or your favored RustPreventor\UnderCoating all around
~ Clean+Tighten all Wiring+Connections, Scotch33 DoubleInsulate, secure with CableTies
~ SiliconeSprayLube all Bolts+Nuts+Hardware+RubberParts

That's a basic 4WireConnector for TrailerBrake+Turn+MarkerLamps; looks like brittle+cracked insulation.
Replace WireNuts with quality CrimpButtSplices, replace\reinsulate those wires with Scotch33 plus HarnessWrap,
mount Connector on a sturdy bracket handy for trailers harness; consider upgrading to a round RV\Camper plug.
BrakeLine needs to be resecured higher up, so not to get dragged & torn off.
Generally inspect all wiring, brake & fuel lines, rubber parts & exhaust for wear\corrosion; repair\replace as needed.
Consider servicing Diff with fresh GearOil, grease BearingHubs via ABSSensorHoles, while you're under there.
Lube the DriveShaft UJoints+SlipJoint.

Wow! That sounds a bit above my paygrade but I am sure it will be a good learning experience. The hanging brake line felt a bit stiff when I tried to move it around. Should it be solid or flexible? Also my brakes occasionally make a bit of a squeak, I know how to check disk brakes (fronts in this case) but I have never owned a vehicle with drums before. Would they squeak if the.... pads (?) were low? Thank you so much for the input 🙏.

None of these items are BrainSurgery; take each part one at a time; ask stupid questions when you need to.
Watch YouTube videos on BrakeJobs; Disks are easy, Drums not quite as easy; again not BrainSurgery.
