ugggg...i'm gonna be a baby and say "i dont feel like listing all the differences again. i've done this like a dozen times.".
Edit: Level 2 have Fore, Mid, and Aft skid plates. 31 spline rear axles with torsen diffs, Bilstein shocks valved to Ford's specs, black interior, buckets(either black with blue insert or black with red), center console, black flares, valence, rear step. There's a butt load others i could list but dont feel like it. Most have been covered, all are 4dr, all have power options, all have 4.10. 02 Fx4 and 03 Fx4 Level 2 with a manual transmission have a manual transfer case. All manual equipped trucks have chrome shifter handles.
XLT 4x4 Off Roads and 03+ Fx4 Off Roads have tcase skids and gas tank skids, 4.10s, limited slip rear, and that's about it. lol. dont remember the specifics too much...i know we've got threads showing the differeces.
oh...
02 Fx4 Off Road = 03+ Fx4 Level 2

I believe that the FX4 Level II came out in '03 - the year that my Ranger is.
In '02, there was just the FX4, and it came with the Torsen rear end, skid plate package, manual 4wd, bucket seats, unique upholstery, 15 inch special rims and tires, etc.
In '03, all those goodies were found on the "FX4 Level II", and the FX4 Level I package (which I have) was basically a 4wd Ranger with the Off Road Package.
In '03, the FX4 (or Ranger w/Off Road Package) came with the skid plate package, 5-spoke aluminum rims, 16 inch tires, Bilstein shocks, decals on the rear fenders and a few other things that I don't recall at this moment.
Some of the differences between a Ranger with the Off Road Package (or FX4 Level I) and a 4wd XLT (in '03 at least) were the available seats (bench vs. bucket), sound system, power equipment package, shock absorbers, and maybe a few other minor details which I don't recall.
Don't know what happened in '04 or later - Ford keeps coming up with various model designations, and keeps juggling around the standard equuipment that is part of the designation.
Hope this helps - can't speak for any other year than '03 though.

I'm not certain if this is only the Level II models, but my 01 4x4 XLT had a gray honeycomb grill and my Level II has a black one... looks much better IMO.
Also, the 02 FX4 model has black bucket seats with a crazy white/black design fabric insert

I call 'em squiggly chalk mark seats. lol.
ya.....there the differences between the years which can be a pain in the *** to show/tell people....like the differences between 02 and 03(door panels, gauges, seat fabric, radio bezel, etc). OH...'02 was the only year where Tan was an interior option for the Fx4(level 2 equivilent)
YES....02 Fx4 and 03 Fx4L2 got black exterior plastics....the regular XLT trucks had gray exterior plastics. Here's picture proof:

Haven't been on for a while - on my 2003 FX4 (Level I) I got the 16 inch rims w/245/75/16s; the Level II has the 15 inch Alcoas.
In fact, when I ordered the Off-Road Package, I didn't expect to get the FX4 Off Road Decals, but that's what my truck came with.
All the configurations were a bit confusing to say the least but I was happy with the truck I ordered. BTW, the skid plate package included 3 skidplates (I checked before I ordered), but mine came without the front plate - I brought that to the dealer's attention - they checked the specs of what I had ordered, and a front skidplate was delivered and installed a couple of weeks later.

I don't know - maybe a difference in marketing between Canadian and US dealers?
