Brakes still broke

Wondering if anyone out there has had the same problem with the brakes.
On my 2003 Ranger (completely stock) the brakes work fine until just before the vehicle comes to a complete stop. Then they seem to fade and the pedal moves slightly further to the floor, almost like it gives up for a second. I believe at this point the ABS is active for a couple of seconds. I never loose the brakes and it always stops but it seems like it is going to give out. I have bled the brakes twice along with the master cylinder with no change.
I have removed the ABS sensors in the front and cleaned and inspected them and they look fine along with the brake pads.
When I disconnect each sensor at the connector the ABS light comes on and the brakes work perfectly however I suspect the ABS is never going to activate. My thinking is if a sensor was bad it would not act differently when it was disconnected.
Someone mentioned that a sloppy wheel bearing will cause this effect.
Does anyone have any experience with this problem
