You either gotta be real firm, and pop them out.. or, do as I did in my post here:

You can eitehr choose to hit the local Nappa and buy a pack of replacement fender thingie's (Just ask for their book of fender plugs) or find some bolts/washers and locking nuts and make them re-useable.. which is good in case you want to ever touchup the paint, or do a different color down the road

lol..
er....the first time I pulled them off I pushed in the clips on the backside of the fender, and popped out as many and I could. The very top ones are impossible to reach...so pull! There's also some of those push in pins like in your interior holding them onto the fender lip.
And the second time they came off.....the tires decided to do that for me. lol. Still off.
