My 1992 tailgate has no access panel to fix the latch?

Ranger's have the same access panel on tailgates as any other truck

If you have a bed liner then there will be a cover over tailgate that has to be removed to see the access panel

My guess is the gate is assembled with all the components and then skinned over with the handle being the last component added. Or the gate handle is a part of the assembly, and the gate outer skin slips over it.
