Icon9 High pitch noise at highway speeds

It's been a while since I posted here but was hoping someone could help me out. I drive back and forth from school certain weekends to go back and work to stay current with my summer/break job. When driving over 65 mph on the highway I hear a high pictched screeching noise that will start and stop every 10-15 seconds. It goes on for about 5 seconds then stops for 10. It also happens when I'm accelerating over 60 mph. I've ruled out that it was my K&N intake because I took it off to see if the noise is there and it still is, just a little softer. Is there some connection that you guys know would cycle like this that I could check? I'm thinking it is something along the lines of the intake because the sound is softer but still present with the factory intake re-installed. Any help or suggestions would be greatly appreciated.

I'm not sure what the IAC is doing as we drive down the road. But they have been known to make those kinds of noises at idle and low speed.

Is the IAC an easy/inexpensive fix? Do they generally "wear out" over time or is something that just needs some TLC? It can't hurt to give it a shot but I'm lost on how to take care of it.

It's the valve/actuator thats on the drivers side right behind the TB. One electrical plug and two small screws hold it on. Remove it and clean as good as you can with carb cleaner.

That may work.. or may not. I've actually had what I'd call howelling noises from the IAC. And I've seen a good clean fix them.. and it not fix them.

On a 94 T-bird I had to replace it.. was about $70
