It would be helpful to know what you have
Ranger 4.0l
Year
2WD or 4WD, assuming 4WD because of CV joint comment
First guess is a rock, or other debris stuck in that tire
Next guess, If its a 2001 or up Ranger 4WD, is the propeller joint on transfer case end of front drive shaft, common source of "ticking noise" when moving, and its on drivers side, and always spinning when moving in 2WD or 4WD
1998-2000 4WD can also have this noise if front hubs are locked

Wouldn't matter if wheel was straight or turned, CV joint is still at an angle
Jack up the one wheel under A-frame and spin it, its an OPEN differential so wheel should spin
See if you can hear the clicking
Then try jacking it up by the frame on that side so suspension is hanging down, and CV joint is at more of an angle and spin wheel again
