Sounds like a Water Pump Bearing.
When you had it apart for the Tensioners did you look try moving the Water Pump Pulley, might have given you a better idea if it was the problem.
Check the bearings in the water pump and/or the power steering pump.
Don’t know much about the Cam Synchros so I can’t go there.
Do you have a auto mechanic’s Stethoscope, if not a long Screwdriver will do.
While the engine is running, put the end on the bearing portion of the Water Pump and the Pwr Steering Pump and see if you hear the noise louder at either point.
BE VERY CAREFUL OF THE FAN AND OTHER MOVING PARTS WHEN STICKING IN THE SCREWDRIVER.
Another thought, r u leaking anti-freeze on the ground, if so check the water pump for a leak under the bearing area, if so then bad pump.
