Catalytic converter help

Alright I've tried doing my homework but still haven't got the answer I am looking for.
I just installed a flowmaster super 44 muffler and it doesn't sound much different than stock. I was told that removing the cats would make it louder and give a small gain in power. I have a 98 with a 4.0. I know removing cats is illegal but we don't have inspection and stuff.

I just want to know from someone who HAS done this. Will it make it louder? Will I see and increase in any type of preformance. And would only removing the second cat do anything.
