I’m gonna go on a whim and ask if there is a possibility that the cable that goes from the relay to the starter is bad and that’s the reason it isn’t cranking?

There is ground there. And there is 12v on his bigger post though.

No 12v in neutral on wire from fuse box to battery to smaller terminal.

????

No battery in the mix?

Well 12v comes from the battery thru fuses, of course, but no "battery" in the key to starter relay wiring

Didn’t mean to have battery in there. The smaller yellow/blue wire does not have 12v when key is turned to start. However it is grounded. Larger red wire to the battery has 12v

And the starter relay in the engine fuse box "clicks" when key is turned to START?

Then yes, that yellow wire from the starter relay is bad, or starter relay is, contact arm inside is broken

Pull it out and look at the socket slots for corrosion
If none is seen then you will have to pull fuse box and find that yellow wire to see where its broken

Replaced the yellow wire, With new contact. Still nothing. The smaller post is grounded but isn’t getting power

And you have swapped out the starter relay, I can't remember

There really isn't anything else to the system, the 12v that should be on the yellow wire comes from a 50amp fuse and if that was blown nothing would work

I replaced the relay, large fuse.

I am an able to jump the starter with the 12v in the relay port. I think it’s the blue/orange wire that’s hot. But nothing to the yellow/blue wire.

With key OFF
Pull out the starter relay and test each slot for 12volts
One slot should have 12volts, thats from the 50amp fuse, full time 12volts

Thats the 12v that the relay sends to the yellow/blue wire and to starter "S" post

Then you should be able to jumper from that slot to the yellow/blue wire slot and starter motor should activate, that's what the starter relay does, connects the yellow wire to the yellow/blue wire

So if you jumper the 2 slots in the relay the starter motor activates

If so then not starting with the key would mean the starter relay is NOT "clicking closed" when key is turned to START, like you reported earlier???

So which is it?

Yes, the starter motor activates when I jump it with a piece of wire.

I can still hear it click though. Unless for some reason there is another relay that clicks when you turn the key.

Yes, there are a few relays that click with key on(RUN), but I think only the starter relay would click in START

Which relay type do you have

This one: https://www.gtsparkplugs.com/images/...iring-840x.jpg
OR
This one: https://www.gtsparkplugs.com/images/...lay-wiring.jpg

Ford uses both types

So mini or micro pin lay out

So on the mini, slots 85 and 86 are for the coil inside the relay, so one will be a ground and the other 12volts to activate the relay

On the 1999 Ranger V6 use test light or meter to battery positive to see if either of these slots is a ground, key OFF, may not be if there is anti-theft system involved
If neither is a ground Key OFF, then test again with Key ON
One should now be a ground if anti-theft has NOT been activated

Now that you know which one is the Ground the other one will be the 12v slot, and this slot should have 12v when key is turned to START
So set up you meter or light so you can see it from the cab, and turn key to START to see if there is 12volts coming from that slot

Just because the relay clicks, doesn't mean it's good.

Have you swapped the relay with another one to test ? you should have more than one mini relay in the fuse box.

I’m well aware. I’ve swapped it with others in the fuse box and a couple new ones

Slot 85, has 12v, only when grounded to negative terminal. Not when key is turned, when test light is connected to positive terminal.

Slot 86 is grounded.
