Have tried new air mass new ignition coils new icm new egr new egr position sensor new pcv new 02 sensor new plugs and wires new idle control valve new egr solenoid new crank position sensor and new pcm still have the same issue nothing seems to fix it anyone have any ideas

Welcome to the forum
Reads like its running out of gas?
Next time it stalls and doesn't start, press in the pin on the fuel pressure test port on the fuel rail, see if there is fuel pressure at that time
Or spray some gasoline or Ether into the intake and see if it starts and dies, indicating no fuel

If fuel and spark are good then its your imagination, its actually not running rough or stalling :)
3 things are needed for a cylinder to fire
1. Spark, at the right time
2. Fuel, in the right mix with air
3. Compression, above 120psi
When there is stumbling and/or stalling then one of those 3 things are wrong or missing
Spraying fuel into the intake, 50/50 test, with a No Start is one of the better ways to see whats missing
If engine fires up then injectors or fuel pressure is the issue, spark and compression are OK
If engine doesn't fire up then it spark or compression
Compression is not likely to be intermittent but when you have taken spark and fuel off the table that is whats left
On 1992 2.3l the computer only runs fuel injectors
Spark is done by ICM(ignition control module), it is hooked up to Crank Sensor and Coil Packs directly, so for startup no computer input is needed
After start up the computer adds Spark Advance, like Vacuum Advance on a distributor
Also on 1992 2.3l, ONLY the exhaust side spark plugs and coil pack are used when starter motor is active, intake side only starts to work when RPMs are above 400
This was to give 1 set of spark plugs full voltage for start up, this was change in 1995 and up Rangers
