It comes off the throttle body and is capped. Behind the cap was just a hole to the throttle body with what looked like some sort of plumbers tape but lithium grease inside. It seems to atleast idle the same capped or not

It says air filter restrictor 🤷‍♂️ . I was told to plug it

Just venting to atmosphere here.

You should still have PCV but this is like overkill for the valvetrain. Popular mod to keep the throttle body and intake valves etc cleaner. Really isn't needed on stock applications. The little fitting on the valve cover can also run to the air intake instead as well.
