2007 Ranger has flashing truck symbol w/lock that flashe
Things checked: Fuses, wiring, connections, battery. Getting power to starter. Fuse box under the hood has a relay that clicks repeatedly I changed it out and it still clicks when I turn on the switch. This doesn't usually happen. I have two sets of keys. Truck doesn't have a key fob or electric doors, windows or alarm. I've tried all the resetting and I get nothing.

You do have a anti-theft system in a 2007 Ranger, its called PATS, passive anti-theft system, no horn no lights not an alarm, its "passive"
The rapid Flashing padlock on dash with key on tells you the key didn't pass the PATS test, and there can be several reasons for that
Turn on the key, wait
After 45 to 60 seconds the flashing padlock will start to flash a 2 digit code number, 11 to 16, one flash pause, 1 to 6 flashes, longer pause, repeat
11 Transceiver [transponder coil] not connected, or there is no power to it.
12 Transceiver internal fault.
13 No Key/no PATS key has been used to turn the ignition switch.
14 Incomplete key code received.
15 Invalid key code received.
16 CAN communications error.
The transceiver is a common failure, its a plastic ring(powered antenna) around the ignition key slot
It has 4 wires and a connector in the steering column just under the dash
Not hard to change, no reprogramming required
Get the code and go from there
There is no Bypass for PATS, no temporary work around, no I just need to go 1 block, lol
Tow it or push it
